Riyadh, December 2019: Tatweer Buildings Company (TBC) announced the launch of the Request for Expression of Interest (RFEOI) for the Wave 2 PPP project in Almadinah Almunawwarah. TBC aims to receive EOIs from the interested parties, to build, maintain and transfer 60 schools as part of the (BMT) model. This is one of the executive program models that falls under the investment attraction initiative.
With the launch of the tendering process, TBC aims to receive proposals from qualified national, GCC and international developers, investors and financiers. TBC has specified the site selection criteria for the PPP project, namely: the availability and conformity of the lands deeds on which the schools are to be built, the location of lands within the city boundaries, the availability of the building permits, and ensure that there are no obstructions that need to be removed.
Furthermore, TBC commenced the development of the required documents for Wave 2 at the beginning of 2019 through obtaining the official approvals and conducting the necessary studies.
Upon receipt of the EOIs, TBC will issue to each applicant the Request for Qualification (RFQ). A Statement of Qualification (SOQ) is to be submitted by each interested party in order for TBC to carry out the evaluation and generate the list of Pre-qualified bidders.
Pre-qualified bidders will receive the Request for Proposals (RFP) for Wave 2 at the beginning of the second quarter of 2020, and proposals shall be submitted by the end of the third quarter of 2020. It is anticipated, that the evaluation and selection process will start by the fourth quarter of 2020 and construction will start by June 2021 and the schools availability will commence by June 2023.
