TBC developed the best practice implementation strategy for PMO tasks, and prepared the necessary manuals and procedures for organizing and following up project work at different stages. • To prepare and propose projects for the implementation of educational and administrative buildings in clusters, based on project locations and geographical distribution, to obtain competitive operational costs and a high capacity for supervision , follow-up, shortened implementation, reduce the risk of contracting stumbling and correct other risk conditions.
• Projects Implementation are managed in 4 major phases on a global standard and use the latest systems and specifications that achieve high quality, cost control, sustainability, and ease of maintenance. These four stages are:
  1. Planning and programming: These include the identification of the Ministry's project requirementsLand surveys, as well as Document processing and site surveys.
  2. Studies and design: Include study, development and design of school building models , Document processing and implementation documents.
  3. Qualification and proposal: By starting the qualification of highly qualified contractors and suppliers , then bringing forward competitions , ending the process of analysis and sedimfication , preparation and signing of contracts.
  4. Construction: The focus at this stage is on project implementation and completion within its time frame with a focus on cost control According to the company's quality standards and specifications and maintain site occupational safety by following approved professional quality and safety procedures.

On the other TBC, has defined the standards and specifications for the design and drop-down of school and administrative building models on the sites in accordance with the nature of each site and the requirements of the Ministry of Education to provide an educational environment that is attractive to the best techniques and equipment required.

• Project management and delivery at standard intervals through integrated project management and follow-up systems , the most important of which is the integrated and automated system of the (Oracle ERP). (TBC has also established criteria for selecting suppliers and contractors and balancing costs and quality.
• The TBC Project Management Office investigates output control and project management throughout its life cycle, distributing and monitoring job functions in the operations sector and developing performance indicators to measure their efficiency , through four main departments :  
  1. Project Management Operation Support: Management of business governance control , functions between internal sector departments , regional offices, relationships and services to other corporate sectors, by developing organizational frameworks and operational models for job functions and administrative plans for change and control management. The Department of Support also controls and monitors the expected risks to projects and the effectiveness of the corrective plans taken to mitigate these risks, and records lessons learned to transfer knowledge to build a highly efficient technical and administrative staff through business practice . PMIO’s Provides Technical Support to all sector departments and regional offices, quality assurance and control of outputs and follow-up to site occupational safety procedures.
  2. Planning and Control: The role of the Planning and Control Initiative is to prepare feasibility studies and the scope of work that includes the estimated costs of Projects and to follow up on the signing of the Mahdar Isnad. In addition, clarify and follow up on the implementation plans. The Department is also developing performance indicators for project implementation by project feature to control the implementation time-frame and budget allocated to each operational program. The Department is a gateway to the Ministry of Education in continuing coordination and logistical support with government agencies and service companies to support project implementation and overcome potential obstacles and difficulties.
  3. Engineering: The Department for Engineering Concerned with , design and Development in order to serve the Needs of the Ministry and the clients. Processing of presentation documents from implementation plans and recommendations Responding to project-specific queries and specifications during implementation. One of the tasks of Engineering department is to apply the standards of value engineering periodically to see where costs are reduced and output quality is increased .
  4. Supply Chain & Resourcing : Supply Chain functions in the Office of Project Management are to supply and process educational and administrative buildings with the required furniture, office furniture , laboratory and air conditioning. In addition to the technology and equipment needed to develop the educational movement, the supply industry has developed excellent relationships with local and international suppliers to conduct business in a standard time when needed, especially in preparing the preparation requirements Before The school started
